MANDATORY Civil Liability Insurance for PMVs — Law 5/2025

Law 5/2025 introduces a new obligation for owners of personal mobility vehicles (PMVs) to carry civil liability insurance. The goal is to ensure coverage for any damage caused to third parties, aligning these vehicles with other motor vehicles in terms of legal liability.

Who must have insurance?
All owners of PMVs that meet the following criteria:
Weight: up to 25 kg
Maximum speed: up to 25 km/h
This includes:
Electric scooters
Segways
Hoverboards
E-bikes and speed pedelecs able to travel up to 45 km/h*
Exception:
Standard e-bikes limited to 25 km/h and 250W do NOT need insurance
Mandatory Coverage Limits
The insurance must cover at least:
Personal injury: up to €6,450,000 per claim
Property damage: up to €1,300,000 per claim
The requirement becomes mandatory on 2 January 2026
